Former International Police Commissioner Now Serving the Federal Defense Bar
Dear [Attorney Name],
I hope this message finds you well. I understand you handle federal criminal defense matters in the Southern District of Texas — I'm reaching out because I believe IAI can offer your practice something genuinely uncommon.
My name is Dr. Celvin G. Walwyn. Before founding Integrity Assessments Investigations, I served as International Police Commissioner of the Federation of St. Kitts and Nevis, Deputy Commissioner of Police for Operations with the U.S. Virgin Islands Police Department, and retired in 2026 as a Texas Police Chief. I hold a Ph.D. in Public Safety Leadership from Capella University, earned Summa Cum Laude, with a specialization in Police Leadership. I am also a Certified EyeDetect® Examiner and maintain an active TCOLE Master Peace Officer License.
When IAI reviews a federal case, we are not simply gathering facts. We evaluate the conduct of the investigation itself — from the inside out. We analyze agency SOPs against officer conduct, examine chain of custody records for procedural failures, locate and interview witnesses law enforcement may have overlooked, and provide independent credibility assessment using Converus EyeDetect® technology.
IAI is a CJA Panel Vendor in the Southern District of Texas and holds tri-level court approval across federal, Harris County, and Fort Bend County courts. Our firm is majority-owned by a licensed female investigator and qualifies as a Minority Women-Owned Business.
I would welcome 15 minutes at your convenience. I am happy to discuss any active matter where investigative support, expert consultation on law enforcement procedure, or credibility assessment would strengthen your client's defense.
Warm regards,
Dr. Celvin G. Walwyn, Ph.D.

Personalization Notes
Before sending: Research the attorney's 3 most recent federal cases via PACER or news. In the second paragraph, add one sentence referencing their specific practice focus — e.g., "I noticed your recent work on narcotics conspiracy cases in SDTX..." This single personalization significantly increases reply rates.

IAI — Harris County Court-Approved Defense Investigators
Dear [Attorney Name],
I'm reaching out on behalf of Integrity Assessments Investigations — a Texas-licensed private investigations firm approved by Harris County courts and serving the criminal defense bar exclusively.
My name is Dr. Celvin G. Walwyn. I am a retired Texas Police Chief (2026), former International Police Commissioner of the Federation of St. Kitts and Nevis, and hold a Ph.D. in Public Safety Leadership — Summa Cum Laude. I founded IAI to bring command-level law enforcement expertise to the defense side of the table.
What makes IAI particularly valuable for your Harris County practice:
Our Senior Investigator, A.D. Walwyn, M.Sc., spent 12 years managing the booking and release of county inmates inside Harris County Corrections. She knows that system from the inside — and that institutional knowledge is a direct asset to any defense practitioner whose client has moved through Harris County detention.
IAI is also fully bilingual. A.D. Walwyn conducts witness interviews, subject assessments, and case documentation in both English and Spanish — with no third-party interpreter. In Harris County's criminal docket, that is a meaningful operational advantage.
Our services include case file review and agency policy analysis, witness location and interview, pre-sentence investigation review, EyeDetect® credibility assessment, and background investigation. We are Harris County court-approved and available for both CJA and privately retained matters.
I'd welcome the chance to introduce IAI to your practice. Would you have 15 minutes this week or next?
Warm regards,
Dr. Celvin G. Walwyn, Ph.D.

Personalization Notes
Check whether the attorney handles Spanish-speaking clients or has any bilingual indicators on their website or bar profile. If so, emphasize the bilingual capacity more prominently. Also note if they are a solo practitioner — if so, use Template E instead, which is warmer in tone.

Court-Approved Defense Investigators — Fort Bend County
Dear [Attorney Name],
I'm writing to introduce Integrity Assessments Investigations — a Texas-licensed private investigations firm with specific court approval in Fort Bend County and a track record of supporting criminal defense attorneys across the greater Houston area.
My name is Dr. Celvin G. Walwyn. I am a retired Texas Police Chief, former International Police Commissioner, and hold a Ph.D. in Public Safety Leadership earned Summa Cum Laude. IAI brings command-level law enforcement expertise to every defense engagement — giving your clients access to investigative capabilities that most firms cannot offer.
IAI is an approved investigations vendor in Fort Bend County courts, the Southern District of Texas, and Harris County — tri-level coverage that means no bureaucratic friction regardless of where your matter is filed.
Our capabilities include pre-sentence investigation review, case file and agency policy analysis, witness location and bilingual interview services, EyeDetect® credibility assessment (two certified examiners on staff), and background investigation. For court-appointed counsel, we are available through the CJA panel process.
Fort Bend County's criminal docket is growing rapidly. We are positioned to support defense practitioners in this jurisdiction with the same level of investigative rigor we bring to federal and Harris County cases.
I would welcome a brief conversation at your convenience.
Warm regards,
Dr. Celvin G. Walwyn, Ph.D.

A Defense Investigator Built for Practitioners Like You
Dear [Attorney Name],
I'll be direct — I started Integrity Assessments Investigations specifically because solo and small-firm defense practitioners often don't have access to the caliber of investigative support that larger practices take for granted. I want to change that.
My name is Dr. Celvin G. Walwyn. I am a retired Texas Police Chief, former International Police Commissioner of the Federation of St. Kitts and Nevis, and hold a Ph.D. in Public Safety Leadership earned Summa Cum Laude. I bring 38+ years of command-level law enforcement experience — now exclusively serving the defense.
What IAI offers your practice is straightforward: an investigative partner who knows how law enforcement cases are built from the inside, who can review a file and find what the agency hoped no one would look for, and who can provide independent credibility assessment, witness location, and PSI review at a professional level that serves your client's best interests.
IAI is court-approved at the federal level (SDTX CJA Panel Vendor), Harris County, and Fort Bend County. We are a Minority Women-Owned Business. We are bilingual. And we operate with the same professional standards I held my officers to throughout four decades in command.
Retainer starts at $200/hour with a 10-hour minimum — straightforward, no surprises.
I would genuinely welcome the chance to support your practice. Would you have a few minutes for a brief call?
Warm regards,
Dr. Celvin G. Walwyn, Ph.D.

Personalization Notes
This template uses a warmer, more personal tone. For solo practitioners, Dr. Walwyn's personal voice is most effective. Keep it as written — the directness is intentional and performs well with this audience. Add one sentence referencing something specific about their practice if you can find it (bar profile, website, or recent case).

Following Up — IAI Investigative Services
Dear [Attorney Name],
I wanted to follow up on my note from last week regarding Integrity Assessments Investigations. I know your time is limited — if this is not the right moment, I completely understand.
If you have an active matter where independent investigative support, pre-sentence investigation review, credibility assessment, or expert consultation on law enforcement procedure would be useful, I would be glad to connect.
IAI is court-approved at the federal, district, and county levels in the Houston area. We respond within 24 hours.
Warm regards,
Dr. Celvin G. Walwyn, Ph.D.

Follow-Up Strategy
Keep this short — two to three sentences maximum beyond the greeting. Brevity signals confidence. Send on Day 10 (Batch 1), Day 17 (Batch 2), and Day 25 (final attempt for Batches 1 and 2). Never send more than two follow-ups to the same attorney in one cycle.
